Has anyone heard of a version of "What the world needs now..." where the vocal fades and a voice over person asks children questions like "what is racism?" - and they supply the kind of answers that only kids would say?

If yes, please supply artist(s) record label and any other relevant facts

Yes Tom Clay compiled it as a medley of 2 songs:
What the World Needs Now and
Abraham Martin and John

Touching song indeed (especially for one who grew up in the 60s when
so much was happening)
