I know very little about this song, don't think Burt wrote it ?
But it certainly sounds like he arranged it !
Just listen at 2:13 when the acoustic guitar is followed by the "chik"

I believe a gent by the name of Elio Isola wrote "Silent Voices" -- three other songwriters (translators, I assume?) are credited with Isola on Dionne's version, too. Jimmy Webb also arranged a smashing version for the post-Diana Ross Supremes in the 1970s.

The song was composed by two Italian authors:music Carlo Donida lirichs,Paolo Limiti, who is also a prominent author of TV programs.Limiti, once said in one of his tv programs that the song was selected personally by Burt for Dionne, and that he also suprvised the arrangement .
