Who is Burt's cute soprano?

Who is the cute young woman with the very innocent, almost childlike voice who sings the solo on BB/EC's "My Thief" ?
I'm pretty sure I hear her voice in the BG of other BB projects, too... e.g. "Sunny Weather Lover" ?
Her voice has a unique, lovely flutelike timbre that I think Burt is in love with. He often uses her to provide a silvery contour at the top of his mix, singing the artist's melody an octave (or two) higher.
I get the impression that when Burt finds musicians who can give him the sound he wants, he hangs onto them for quite a few years... is this true?
